The jury awards first prize to a residential building that gives every apartment a room of outside air deep enough to use. The stepped section is not a formal gesture but a daylight strategy, executed in brick with a care the jury found rare at this scale in Tehran.

The award matters here because Memar is judged by people who visit the buildings. Three jurors came to the site and went up to the top floor. We took the prize as confirmation that the terraces are used, which is the only test that counts.
